Do you have to own PS to use the stand alone PlayStation 3 Guitar Hero World Tour/Guitar Hero 5 guitar controller ?
Also does it play single notes or only strum?

You don't need PlayStation, but only guitar controller with its native dongle.
Yes, you can play single notes in SmartStrings mode.

But note that Joystick mode (Guitar Hero) support is discontinued.

Factory PS 3 USB wireless receiver dongle bundled with guitar controller, which will connect guitar to computer. Third party one may not work.
